Comm. 536: A RESOLUTION TRANSFERRING/APROPRIATING AN APPROPRIATION
(Res. 206-OS) OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND
CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) (Transfers
$3,000 from the Clerk-Council Services, Contingency Relief account to the Police
Department-Police Administration Division, Other Current Expenses-Education,
Recreational and Scientific Equipment account for the Ainaloa Neighborhood
Watch Program)

(Bill 201) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2005 TO JUNE 30, 2006 (adds the
Department of Water Supply, Ainaloa Waterline Installation project for $750,000)

INCREASING PERCENTAGES OF HIGH ENERGY EFFICIENT

Comm. 631: A RESOLUTION TRANSFERRING/APROPRIATING AN APPROPRIATION
(Res. 240-06) OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND
CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) (Transfers
$11,092 from the Clerk-Council Services, Contingency Relief account to the
Department of Parks and Recreation, Hilo and West Hawaii Veterans Cemetery,
Other Current Expenses account for three sheltered signs for the West Hawaii
Veterans Cemeteryl
From Council Vice Chair Virginia Isbell, dated January 4, 2006, transmitting the
above resolution, which transfers discretionary funds from Council District 7. The
sheltered `ohia post signs will enhance visitor experience and inform them what
they are seeing. They will also present the names of the interred and their location,
as well as the cultural, historical and environmental aspects of the restoration
project and its sponsors and partners in the community. The West Hawaii
Veterans' Cemetery Development and Expansion Association, Inc., will partner
with the County on this project.
Comm. 634: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A MONETARY
(Res. 242-06) DONATION OF $500 TO THE HAWAII COUNTY FIRE DEPARTMENT (from
the Firefighters Charitable Foundation in Westerly, Rhode Island); and
(Bill 204) AN ORDINANCE TO AMEND ORDINANCE NO. OS-86, AS AMENDED, THE
OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL
YF,AR ENDING JUNE 30, 2006 (by appropriating the $500 monetary donation to
the Fire Prevention -Other Current Expenses account)
From Finance Director William Takaba, dated December 29, 2005, transmitting the
above resolution and bill. The Firefighters Charitable Foundation is a nonprofit
organization whose mission is to help people affected by fires or organizations that
help in fire prevention and response. These funds will be used in the Fire
Department's training and public education programs.

Comm. 635: AN ORDINANCE AMENDING ORDINANCE NO. OS-86, AS AMENDED, THE
(Bi11205) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL
YEAR ENDING JUNE 30, 2006 (by appropriating an additional $100,000 to the
Department of Research and Development's Product Enrichment Development
Program account)
From Finance Director William Takaba, dated January 4, 2006, transmitting the
above bill. The State of Hawaii - Hawaii Tourism Authority is providing these
additional funds to support and improve the tourism product development
initiatives and projects.
Comm. 636: AN ORDINANCE AMENDING ORDINANCE NO. OS-87, AS AMENDED,
(Bill 206) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2005 TO JUNE 30, 2006 (by increasing the
Department of Public Works, Hawaii County Building Improvement project
by $4 million)
From Finance Director William Takaba, dated January 5, 2006, transmitting the
above bill. This bill increases this year's funding for the above project ftom
$1.5 million to $5.5 million. The project's initial scope of work was to replace the
existing metal and built-up roof on the Hawaii County Building in order to
maintain continued use of the building. The additional funding is needed as the
project's scope has now been expanded to include incidental and supplemental
work to complete the removal of asbestos fire proofing on roof trusses, above
ceiling spaces, air conditioning equipment and floor tiles.
Comm. 637: A RESOLUTION TRANSFERRING/APROPRIATING AN APPROPRIATION
(Res. 243-06) OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND
CREDTTING SAME TO A DESIGNATED FUND ACCOUNT(S) FOR
KAHUKU PARK IMPROVEMENTS THAT WILL BE COMPLETED WITH
THE HELP OF COMMUNITY VOLUNTEERS (Transfers $40,000 from the
Clerk-Council Services, Contingency Relief account to the Department of Parks
and Recreation's Kahuku Park Improvements account)

resolution, which transfers discretionary funds from Council District 6.
Comm. 638: AN ORDINANCE AMENDING ORDINANCE NO. OS-87, AS AMENDED,
(Bill 207) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR .IDLY 1, 2005 TO JUNE 30, 2006 (by adding the Parks
and Recreation Kahuku Park Improvements project for $40,000)
From Councilmember Bob Jacobson, dated January 5, 2006, transmitting the above
bill. The funds will be used to make the following improvements at Kahuku Park:
A community walking path (Life Walk); retaining rock walls at the soccer field,
swing sets and pavilion area for erosion prevention and public safety; and metal
seats in the swing set area for parents to sit on while supervising children playing
on the swings.

Submitting Testimony: Those persons wishing to testify in person or by videoconference must
register with the County Clerk's staff Those testifying in person and submitting written testimony at
the meeting in Hilo should bring sixteen (16)copies of the testimony for distribution at the meeting.
Those testifying by videoconference from the Kona or Waimea Council Offices, should bring one
copy of the testimony. Those persons unable to testify in person or by videoconference may submit
testimony (1) by mail to the County Clerk's Office in Hilo at the above address, (2) by facsimile to

distributed at the meeting when transmitted in a timely manner. In any case, both oral and written
testimony will be made a part of the public record.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within
five days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County Code}. A lobbyist
means "any individual engaged for pay or other consideration who spends more than five hours in any
month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials."
