CALL TO ORDER STATEMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA REFERRALS Comm. 621: GRANT REVIEW PROCESS FOR APPLICATIONS RECEIVED FOR COUNTY GRANTS BY NONPROFIT AGENCIES FOR FISCAL YEAR 2006-2007 From Human Services and Economic Development Committee (HSEDC) Chair Fred C. Holschuh, M.D., dated December 30, 2005, apprising Councilmembers, nonprofit agencies and the public of the upcoming grant review process, and delineating the role of the HSEDC Chair, Vice-Chair and support staff in evaluating the applications. Recommends returning to the method of application review conducted prior to Fiscal Year 2005-06. Cites Hawaii County Code §2-139, which governs the procedure for awarding grants and Hawaii Revised Statutes §92-2.5, which governs the method in which the Council can gather information; and recommends members of the site visit/interview study group. Also describes the current and historic procedure for receiving grant applications. ADJOURNMENT The meeting place is accessible for persons with disabilities. Submitting Testimony: Those persons wishing to testify in person or by videoconference must register with the County Clerk's staff. Those testifying in person and submitting written testimony at Che meeting in Hilo should bring sixteen (16) copies of the testimony for distribution at the meeting. Those testifying by videoconferencefrnm the Kona or Waimea Council Offices should bring one copy of the testimony. Those persons unable to testify in person or by videoconference may submit testimony (1) by mail to the County Clerk's Office in Hilo at the above address, (2) by facsimile to (808) 961-8912, or (3) by e-mail to counciltestimonv(c~co.hawaii.hi.us. Copies will be made and distributed at the meeting when transmitted in a timely manner. In any case, both oral and written testimony will be made a pari of the public record. Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. {Article 15, Section 2-91.3(b), Hawaii County Code} A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." {Article 15, Section 2-91.3(a)(6), Hawaii County Code} Registration forms and expenditure report documents are available at the Office of the County Clerk-Council, 25 Aupuni Street, Hilo, Hawaii 96720.
