Re: Operating Budget
The State of Hawaii Department of the Attorney General has authorized a $82,600
Non-Support Prosecution Grant to the Hawaii Office of the Prosecuting Attorney. These funds,
derived from the Edward Byrne Memorial Justice Assistance Grant Program, will be used tp initiate
investigation and prosecution of individuals who are persistently non-compliant of child support
orders and with an emphasis on individuals with "off the books" income who evade their
responsibility to support their children.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii
Department of the Attorney General.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$82,600 grant.

A. REQUEST:
1) Requesting a resolution authorizing the Mayor to enter into an agreement with the State Department of
the Attorney General to receive federal grant funds for the Non-Support Prosecution project.
2) Requesting a bill for an ordinance to appropriate $82,600 for the Non-Support Prosecution project.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii has been allocated funds from the Edward Byrne Memorial Justice Assistance Grant
Program to implement the Non-Support Prosecution project which will initiate investigation and prosecution
of individuals who are persistently non-compliant of child support orders. The project concept paper is
attached.

Additional Conuncnts about Grant: Hawaii County was awarded federal funds through the Dept. of the
Attorney General to implement this project that will investigate and initiate prosecution of persistent

An Applicant's Manual is being sent directly to the project director. She will to submit an

Crime Prevention & Justice Assistance Division. Instructions on completing the application are
