RE_ Reintroduction of An Ordinance Amending Ordinance No. OS-87, As Amended, Relating
To Public Improvements And Financing Thcrcof For The Fiscal Year July 1. 2005 to June 30,
2006 (West Hawaii Composting Facility)
Rule No 6(c) of the County Council Rules of Procedure states:
'The Chair of each standing wmmittce shall receive all referrals to the committee and
may place referrals on the agenda- provided that matters required by law for Council
action, bills_ and resolutions shall be placed on the committee agenda within the two
scheduled meetings of the date of the referral." (emphasis added)
It is our understanding that pursuant to Rulc 6(c), Communication No 563 referring gill 184 was
timck submitted before the close of business on November I R, 2005 and cauld have been heard at the December
6. 2005 Finance Committcc meeting. However. Communication No- 563 was not agendizcd for [he December 6,
2005 nor the subsequent January 4, 2006 Finance Committcc meetings. fn addition. this item is not on the agenda
for the upcoming January 19. 2006 Finance Committcc meeting.
Constituents in the community arc cry concerned that this matter has not yet come before the Finance
Committcc. Therefore_ pursuant to Rulc 6(c) we request that Communication No. 563 be placed on the Januan~
31, 2006 Finance Committcc Agenda. In the nltcrnative, if this item cannot be scheduled on January 31, 2006- we
request that it be heard a[ the following Financo Committee on February 14. 2006, thus affording the community
more than aduluate advance public notice
