Dear Mr fakaba,
Phase 1 of the Waste Reduction Facility RFY has been distributed and is available on the
County b1'eb-site. On January 6, 2006, I shared some concerns about the communication
protocol on Attachment C in your RF'P, regarding communication with elected officials.
I felt that this was totally unnecessary, and could not understand what the intent or
purpose of this protocol was. as no elected oftlciaLs arc on the selection committee.
On January 19th, our Conuniticc on Environmental Management is scheduled to hear a
presentation about a possible technology. 'this was agendizcd prior to your RPP being
released. I~here now appears io be a direct conflict regv'ding your communication
protocol and council business. this vendor may now he disqualified if they continue
kith their presentation to cow~cil.
('ouncil staf f and Icgal specialist can find no legal requiremcut why this has been
included a part of your IZI~P I would therefore respectfulh~ aisk you to cite the specific
icyuirement m the piucurement low when this protocol is necessary. If this protocol is
not ? mandatory part of the 1:1'P. I will ask you to rescind Ihir, portion immediately. I
cannot impress upon you the importance of maintaining a vuy good working relationship
with the ('ouncil and this prof col or cu~sorship will have the oppu,ite effect.
