Waste Reduction Facility Design-Build-Operate
Monthly Update -January 16, 2005
• Waste Reduction Technology Analysis
R.W. Beck incorporated the comments received by the team from the draft
submittal and will submit a revised Technology Memo the week of 1/16/2006.
R.W. Beck has also conducted an analysis of "bioreactor" landfill technology to
provide background information for the EISPN process. A draft technical memo
describing its findings has been written and will be submitted to the County the
week of 1/16/2006.
• Solicitation Documents
R.W. Beck completed and distributed the Final Stage I RFP document. The
Stage 1 RFP was issued and Noticed on 12/28/2005. As of 1/13/06, 39 Stage 1
RFPs had been distributed.
Hawkins Delafield & Wood LLP and R.W. Beck continue to contact industry
service providers to gauge and generate interest in the project.
R.W. Beck prepared an outline of the Stage 2 RFP document. Hawkins Delafield
& Wood LLP is reviewing this document and compiling comments. R.W. Beck
has initiated work on the Stage 2 RFP.
¦ Contract Preparation
Hawkins Delafield & Wood LLP is in the process of preparing the 1st draft of the
Waste Reduction Technology Design-Build-Operate Contract.
• Environmental Impact Statement /EISPN
The EISPN has been prepared in the form of an internal draft. This draft has been
furnished to the entire project team for review and comment no later than January
23, 2006.
The EISPN public meeting will be held in early March, 2006.
• Presentations and Workshops
A presentation to the County Council Committee on Environmental Management
will be requested for February 28, 2006.

• Project Schedule
While intermediate milestones have been slightly adjusted, the overall project
remains on schedule.
• Action Items and Responsibilities
o R.W. Beck to distribute the revised waste reduction technology summary
memo the week of 1/16/2006.
o R.W. Beck to distribute the "bioreactor" technology memo the week of
1 / 16/06.
o Hawkins Delafield & Wood LLP to provide comments on the draft Stage
