Your Committee on Finance, to which was referred Bill No. 187, repor[s as follows:
Bill No. 187, transmitted by Director of Finance William Takaba, via Communication No. 587, dated
December I, 2005, amends Ordinance No. OS-87, as amended, the Capital Budget, ending June 30, 2006,
by adding the following project
PARKS & RECREA"fION:
Kea'au Shipman Park Lighting 110.599.5590.43 $550,000
Funds for these projects shall be provided from:
General Obligation Bonds, Capital Projects Fund- ~ $550,000
Fund Balance and/or other Sources
Funds will be used for the installation of lighting for the walkway, basketball court and tennis court.
Over the years, the Kea`au Community has requested that the County provide lighting during hours of
darkness for safety and recreational purposes. This will provide a safer environment for exercisers and
will be the only park available in the Puna District during the evenings and early mornings.
Pursuant to Section I11-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for that
year with atwo-thirds votc.
Director of Department of Public Works Bruce C. McClure clarified that they will use low-sodium, fully
shielded and energy efficient.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 187 and recommends it
pass first reading.
