Your Committee on Finance. to which was referred Bill No. 192, reports as follows:
Bill No. 192, transmitted by Director of Finance William Takaba, via Communication No. 601,
dated December 12, 2005, amends Ordinance No. OS-87, as amended, the Capital Budget, ending
June 30, 2006, by adding the following project:
PUBLIC WORKS:
Kaumana Drive Sidewalks 110.399.5395.27 $150,000
Funds for these projects shall be provided from:
General Obligation Bonds, Capital Projects Fund- $150,000
Fund Balance and/or other Sources
Funds will be used for the construction of sidewalks on Kaumana Drive from Lele Street to
Pu`uhina Street, which addresses safety concerns of residents and handicapped residents using
Kaumana Drive from Lele Street to Pu`uhina Street.
The project would add 700 feet of sidewalk to the existing Waianuenue Avenue sidewalk
corridor. Kaumana Drive and Waianuenue Avenue are heavily traveled roads especially during
school hours.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with atwo-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 192 and
recommends it pass first reading.
