Your Committee on Finance, to which was referred Bill No. 193, reports as follows:
Bill No. 193, transmitted by Director of Finance William Takaba, via Communication No. 603, dated
November 25, 2002, amends Ordinance No. OS-86, as amended, the Operating Budget, ending June 30, 2006. The
amendment is as follows:

The National Oceanic and Atmospheric Administration (NOAA) of the United States Department of Commerce is
providing this additional funding for the Planning Department's Coastal Zone Management (CZM) work program for
this fiscal year. The additional funds will be used to I) undertake review and revision of the County Subdivision Code
to incorporate green infrastructure principles and reduce environmental impact; 2) review existing codes to determine
whether amendments are needed to promote environmentally sensitive design in agricultural and rural areas; 3)
continue to support the Downtown Hilo Envision project by facilitating the development of evaluating and measuring
progress of the living action plan against smart growth principles; 4) replace equipment necessary for field surveys and
inspections, meetings, presentations and enforcement of shoreline areas; and 5) attend workshops and/or conferences
related to the CZM program.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the Mayor is
already authorized to apply for, receive and expend the funds for this program identified in the Operating Budget.
Some members of Your Committee requested that Planning Department look at the County Subdivision Code as they
thought the revision was in the works. An update on the status is needed prior to the next Council meeting.
Your Committee on Finance is in accord with the purpose and intent of 13111 No. 193 and recommends it pass first
reading.
