Your Committee on Finance, to which was referred Bill No. 196, reports as follows:
Bill No. 196, transmitted by Director of Finance William Takaba, via Communication No. 605,
dated December 12, 2005, amends Ordinance No. OS-86, as amended, the Operating Budget,
ending .Tune 30, 2006. The amendment is as follows:
From:
3609.09 Fund Balance Reserved for Liquor Control General $15,000
To:
010.251.5251.39 Public Programs General $15,000
These funds will be used to conduct programs for the public that promote compliance to liquor
laws, including educational programs, youth programs, enforcement training, and promoting
responsible drinking and driving.
Council Member Fred I{olschuh, M.U. had concerns about the language used "responsible
drinking and driving". He feels that there is no responsible driving when you have been
drinking.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 196 and
recommends it pass first reading.
