RESOLUTION TO INCREASE THE USE OF HIGH ENERGY-EFFICIENT VEHICLES
AND SAVE COUNTY FUNDS BY REQUESTING THE COUNTY DEPARTMENT OF
FINANCE TO STUDY THF. PROCUREMENT OF INCREASING PERCENTAGES OF
HIGH ENERGY-EFFICIENT ALTERNATIVE FUEL VEHICLES AS PART OF THEIR
ANNUAL VEHICLE ACQUISITION PLAN5
WHEREAS, the County Council finds that the County of fiawai`i vehicle fleet totaled
almost one thousand vehicles in 2005, of which about eight hundred are passenger vehicles; and
WHEREAS, the Hawaii State Legislature has found that the value of fuel savings over
the lifetime of high energy-efficient vehicles will exceed the additional costs of the purchase of
such alternative fuel vehicles. and
WHERN;AS. if increasing percentages of annual vehicle purchases by the County of
Hawaii were subject to high energy-efficiency requirements, the savings to the County could be
substantial; and
WHEREAS, fuel savings would be realized for existing hybrid gas-electric and flexible
fuel vehicles, with the potential for more substantial savings in the future with hydrogen fuel cell
vehicles: and
WHEREAS, given the increasingly higher gasoline prices in Hawaii, the County of
Hawaii finds that it is important to recognize life-cycle benefits in County procurement policies;
and
WHEREAS, the County of Hawaii believes that incremental procurement of alternative
fuel vehicles will result in a net savings to the County over the lifetime of the vehicles and
demonstrate the County's commitment to the environmental benefits of reducing greenhouse gas
emissions.
NOW, THEREFORE, BE I'f RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Department of 1~'inance is hereby requested to study the procurement of
increasing percentages of high energy-efficient alternative fuel vehicles as part of their annual
vehicle acquisition plans and report on the potential for net savings to the County of Hawaii
over the lifetime of such vehicles.
BF, IT FURTHER RESOLVED 1o request that the County Department of Finance
submit a final report on or before September 1, 2006.

transmit copies of this Resolution to the Office of the Mayorr, the County Police Department, the
County Department of Public Works, and the County Department of Finance.
