Aloha Council Members
We are long time residents of the Big Island and the owner of two dogs and
several cats. We are strongly opposed to licenses for cats. We lost two
pet cats last year because a dog that lived a mile away and was left to
roam came into our yard and savagely killed them. (The same dog killed
several other cats and a small dog in the neighbor.) Thanks to the
licensing law for dogs, we were able to trace the dog's owner. Although
licenses are also useful to trace the owners of dogs who bark incessantly
or have other nuisance behaviors, cats do not display these kinds of
nuisance behaviors. The only value to licensing a cat is to help the owner
retrieve it when it is lost. This value is obliterated by the risk that
putting a collar around a cats neck creates. We stopped collaring our
cats when one got caught and choked to death. Our cats and dogs now [lave
microchips which are a far better alternative for all cats.
Also, the 48 hour holding period for impounded stray dogs, but not cats
does not make sense. Because cats are more independent than dogs, they
often wander off for a day or lwo. If one of our dogs disappear for 10
minutes we go into full search mode. If one of the cats disappears we
don't worry until the 2nd day passes. If anything, the holding period for
cats should be 72 horns.
