RE: TRAFFIC CODE AMENDMENT WAIANUENUE AVENUE: COMPRESSION OF
ONE-WAY TRAFFIC PATTERN, KOMOHANA STREET TO LAIMANA STREET
Honorable Chairman and Members:
Staff has reviewed the proposed compression of the one-way
traffic pattern on Waianuenue Avenue between Komohana and
Laimana streets during morning school hours and offer the
following comments:
Present channelized lanes and striping on
Waianuenue Avenue are confusing and may result
in potential traffic accidents and litigation.
Complaints have been received from the public
regarding this issue;
The removal of eleven (11) parking stalls on the
Puna side of Waianuenue Avenue fronting Hilo
Intermediate School, and the posting of new
"NO Parking" signs requires County Council
action;
The funneling of traffic at the intersection of
Laimana Street and Waianuenue Avenue may pose an
additional hazard. Traffic personnel may be
required at this location to provide for a
smoother transition from one-way to two-way
traffic in order to prevent traffic accidents;

Vehicular traffic will be increased on both
Laimana and Haili Streets. Zt is uncertain if
these streets will be able to accommodate the
resulting increased traffic flow.
After, nearly forty (40) years, the public seems to favor
Waianuenue Avenue being left as a one-way street during morning
school traffic. Traffic appears to be flowing smoothly with
minimal complaints.
A two-way traffic pattern could be considered in the future
when an alternate road into Kaumana Drive is completed; perhaps
via the proposed Mohouli extension which could be constructed
as early as 1998.

Services Section at 961-2305. Our traffic representatives will
be available to provide further testimony on this issue when
appropriate.
