It is my pleasure to nominate George A. Harai of Council District 7, to the County
of Hawaii Water Board. Mr. Harai, a retired insurance agent, is a 65-year
resident of Hawaii. He is a board member of the Daifukuji Soto Mission and the
past president of the Hiroshima Kenjin Kai. Mr. Harai states that he is not
affiliated with any political party. If confirmed, he will serve a term to expire on
December 31, 2010.

Dear Chairman Higa and Finance Committee Chair Isbell:
RE: Hawaii County Water Board Nominee George Harai
The Mayor's Office will be submitting a communication to the Hawaii
County Council, notifying the Council that George Harai has been appointed to fill
the vacant Council District 7 position on the Hawaii County Water Board.
Pursuant to Rule No. 6 of the Rules of Procedure and Organization of the
Council of the County of Hawaii (as amended June 1, 2005), we respectfully
request Mr. Harai's nomination be waived through the Finance Committee to the
full Council for its consideration.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai `i,
this written request is submitted with my approval that the above-referenced matter be waived from the
Finance Committee to the full Council for immediate action. In reviewing this matter, timely approval
is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next
Council agenda for review. However, in the event this request is denied, for whatever reason, I
understand the matter shall be referred to the Finance Committee for placement on its future agenda.
