(Res. 193-OS) PREFERRED ROAD, STREET, AND HIGHWAY INTERSECTION DESIGN
FOR USE IN THE COUNTY OF HAWAII
From Councilmember Bob Jacobson, dated October 19, 2005, transmitting the
above resolution. The Public Works Director has indicated that staff has been
trained in roundabout design; thus, the design capability exists within the
Department of Public Works to implement this resolution. Attaches a summary of
information on roundabouts, as well as copies of two newsletters from the Insurance
Institute for Highway Safety.

From Councilmember Bob Jacobson, dated January 5, 2006, transmitting the above
resolution. The Public Works Director has contributed to the drafting of this
resolution, and has indicated that staff has been trained in roundabout design; thus,
the design capability exists within the Department of Public Works to implement
this resolution.
Comm. 496.9: From Legislative Assistant James Weatherford, Ph.D., dated January 9, 2006,
transmitting information regarding roundabouts; submits five brief documents with
information on the basics of what roundabouts are and how they work; the
advantages and limitations as an intersection design; the common misconceptions
about roundabouts; and the sources of further information regarding the above
referenced subject.

above resolution. Resolution 193-05, Draft 2, was mistakenly labeled and should
have been numbered as a new resolution. This resolution replaces Res. 193-05,
Draft 2 in its entirety.

If for technical reasons the video connection cannot be made and/or is disrupted, the scheduled meeting

Submitting Testimony: Those persons wishing to testify in person or by videoconference must register
with the County Clerk's staff. Those testifying in person and submitting written testimony at the
meeting in Hilo should bring sixteen (16) copies of the testimony for distribution at the meeting.
Those testifying by videoconference from the Kona or Waimea Council Offices, should bring one copy
of the testimony. Those persons unable to testify in person or by videoconference may submit
testimony (1) by mail to the County Clerk's Office in Hilo at the above address, (2) by facsimile to
(808) 961-8912, or (3) by e-mail to counciltestimony~co.hawaii.lu.us. Copies will be made and
distributed at the meeting when transmitted in a timely manner. In any case, both oral and written
testimony will be made a part of the public record.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within five
days of becoming a lobbyist {Article l5, Section 2-91.3(b), Hawaii County Code}. A lobbyist means
"any individual engaged for pay or other consideration who spends more than five hours in any month
or $275 in any six-month period for the purpose of attempting to influence legislative or administrative
action by communicating or urging others to communicate with public officials, subject to specific
conditions and exceptions" {Article 15, Section 2-91.3(a)(6), Hawaii County Code}. Registration
forms and expenditure report documents are available at the Office of the County Clerk-Council,
25 Aupuni Street, Hilo, Hawaii 96720.
