I~he County DPW is proposing to acquire private property and casements that presently serve an unlined drainageway and detention area fr1r storm water runoff from the Mohouli subdivision area. That housing project previously installed a 54-inch culvert within a drainageway, discharging runoft~ from Ho opuni Way across Popolo Street and into a depressed area situated inland (mauka or west) of Kapiblani Street. This drainage system was established as a temporary solution since drywalls could not be utilized for the subdivision development. A Kuk~tau Street extension project, including drainage improvements, was proposed in 1973 to provide a pcmlancnt solution for collecting storm runoff icom this subdivision. That drainage system ~~~ould have redirected flows from the Mohouli subdivision along Kukuau Street, through Kapi'olani Street, and eventually discharging near the Alenaio Stream Bridge. However, that roadway extension project ~tias never constructed, and thus the drainage improvements were not completed. fhe County is now planning to acquire some private properties and casements for drainage purposes to formally establish this existing drainageway and detention area. A project location map is enclosed showing this drainage path and affected properties by Tax Map Key number. As such, a Draft Environmental Assessment (Draft EA) is currently being prepared for this project to allow ftrr the acquisition of private property using County funds. The Draft EA will include detailed descriptions of the proposed use, and analyze the probable environmental impacts of the pn>jcct as ~+~ell as the associated mitigation measures to ensure that potential adverse impacts arc minimized or mitigated.
