RESOLUTION NO. 2 S ~ ~
RESOLUTION REQUESTING THE MAYOR AND HIS ADMINISTRATION TO
EXPEDITE THE CONSTRUCTION OF THE LA'ALOA STREET EXTENSION AND,
AS A SEPARATE PROJECT, WHILE THIS IS BEING PLANNED AND DESIGNED,
PROVIDE TRAFFIC CALMING DEVICES ON LA'ALOA STREET VIA A SEPARATE
BUT CONCURRENT PROJECT CALLED THE LA'ALOA STREET TRAFFIC
CALMING PROJECT.
WHEREAS, the White Sands, Keauhou View Estates and Ali'i Heights subdivisions
have been built over the past thirty years with Ali'i Heights Subdivision not yet completed; and
WHEREAS, there are over 400 homes involved in these three subdivisions that all use
La'aloa Street, one-way-in and one-way-out that ultimately empty onto Ali'i Drive; and
WHEREAS, with the on-going building of subdivision, custom homes and condominium
complexes, the traffic congestion on Ali'i Drive has become a quagmire ofbumper-to-bumper
cars, bicycles, wheelchairs, joggers and pedestrians trying to stay alive and well; and
WHEREAS, the developer was to have built a comrector road to Kuakini but was
informed by the county Public Works Department that the road would too steep and, in lieu of
the developer providing the connector gave funds to the county to design and construct an
alternate connector that would be less steep and safer for traffic; and
WHEREAS, the Dratt Lnvironmental Assessment for the La'aloa Street Extension to
Kuakini Highway has been published, and
WHEREAS, it is a matter of life and death plus citizen well-being that the Mayor and his
Administration provide the resources and creativity needed to complete the La'aloa Street
Extension -that will greatly help alleviate the congestion on Ali'i Drive and provide a sate
evacuation route; and
WHEREAS, at a recent community meeting called by the Public Works Department, the
Context Sensitive Solution Process was discussed and it was indicated that the Public Works
Department would be implementing this process in order to get community input in the design
and implementation of traffic calming devices for that portion of La'aloa Street presently
constructed and in use.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Mayor and his Administration are requested to expedite the design and
construction of that portion of the La'aloa Street Extension that is the obligation of the County;
and
BE IT FURTHER RESOLVED, that the Mayor and his administration move with great
haste to install the traffic calming devices through the Context Sensitive Solution Process for the
safety of those who travel the La'aloa Street; and
BE IT FINALLY RESOLVEll, that copies of this Resolution be transmitted to the
Mayor and his Administration, the White Sands, Keauhou View Estates and Ali'i Heights
subdivisions through mailing and/or media.
