Communications No. 594 a.~-id Resolution 237-06, reports a> follows:
Resolution 237-06, transmitted by Council Member Gary ~;~farik, via Communications No. 624,
dated 1v3:,cember 29, 2005, r~~uests in the interest of public safety that the County of Hawaii
Police T~epa.~-tment increase cnforcerr~ent of traff c violatio.~„ within the Hawaiian Paradise Park
subdivision.
1`he resolution repop-ts that complaints by residents of the Iawaiian Paradise Park subdivision
indicate the traff c violatiora, primarily sp€eding violation..,, are on the increase.
Information provided by Jon Olson, representing the Puna 'Traffic Safety Committee, indicated
that traffic related deaths in 1 lawai`i County w:re well above the rate for the rest of the state and
th~~t specdirg is a principal factor in this public safety issue.
Discussion pointed up the challenges of enfi~rcing speed limits in the Puna District, where
Ila~~s.aiian P:~radisc. Park subdivision is located. In particular, the wide expanse of area to be
pat~°oll.,d by two srt~all, und~;;~-staffed police stations (in Pal~~a and Kea`au) and the many miles of
private, nonstandard roads in Hawaiian Paradise Park and ether Puna subdivisions, makes for
difculties in enforcing spe:_ding laws.
Council Member Safarik indicated that he expected to bring forward similar resolutions from
other subdivisions in his Ceuncil District.
Your Com~t~ittee on Public Safety and Parks and Recreatio;~ is in accord with the purpose and
intent of Resolution 237-06 and recommends its adoption.
