Your Committee on Finance. to which was referred Bill No. 201, reports as follows:
Bill No. 201, transmitted by Council Member Gary Safarik. via Communication No. 620, dated
December 28, 2005, amends Ordinance No. OS-87, as amended, the Capital Budget, ending
June 30, 2006, by adding the following project:

Ainaloa Waterline Installation 110.599.5290.40 $750,000
Funds for this project shall be provided from:
General Obligation Bonds, Capital Projects Fund- $750,000
Fund Balance and/or other Sources
Funds will be used to install a waterline from State Highway 130 along Ainaloa Boulevard to
Woodrow Drive in the Ainaloa Subdivision. The appropriation amount represents the
construction and materials cost for installation of the waterline with fire hydrants every 600 feet
and stub-outs at the lateral streets between State Highway 130 and Woodrow Drive.
Your Committee heard testimony in favor to the measure from Debbra Boggs.
Larry Beck from Department of Water Supply explained that the waterline that will be installed
would be an adequate amount of water pressure for use of the fire hydrants.
Pursuant to Section 10-6(d), 1 [awai`i County Charter, the Council may amend the Capital Budget
for that year with atwo-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 201 and
recommends it pass first reading.
