Your Committee on Finance, to which was referred Resolution No. 238-06, reports as follows:
Resolution No. 238-06, transmitted by Council Member Gary Safarik, via Communication
No. 625, dated December 29, 2005. increases the use of high energy efficient vehicles to save
County funds by requesting the County Department of Finance to study the procurement of
increasing percentages of high energy efficient alternative fuel vehicles as part of their annual
vehicle acquisition plans.
This resolution proposes tht the Department of Finance is requested to study the procurement of
increasing percentages of high energy-efficient alternative fuel vehicles as part of their annual
vehicle acquisition plans and report on the potential for net savings to the County of Hawaii
over the lifetime of such vehicles, which a report be submitted on or before April 15, 2006.
During its discussion, Your Committee learned that Bill Gray and another staff person at the
Purchasing Department will be retiring in the near future, and it will be difficult for them to meet
the April 1 2006 deadline; therefore they agreed to amend the resolution by changing the
deadline to September 1, 2006.
Your Committee heard testimony in favor of the measure from Mark McNett.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 238-06,
as amended to Dratt 2, and recommends its adoption.
