No. 636/Bill No. 206 PLACE: Council Chambers TIME,: 9:00 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance. to which was referred Bill No. 206, reports as follows: Bill No. 206, transmitted by Director of Finance William Takaba, via Communication No. 636, dated January 5, 2006, amends Ordinance No. OS-87, as amended, the Capital Budget, ending June 30, 2006, by adding the following project: PUBWC WORKS: Hawaii County Building Improvements 1 1 0-199-5 1 9 1 3 2 [$1,500,000] $5,500,000 Funds for this appropriation increase shall be provided from: General Obligation Bonds, Capital Projects Fund- $4,000,000 Fund Balance and/or other Sources The additional funding is needed as the project's scope has now been expanded to include incidental and supplemental work to complete the removal of asbestos fire proofing on roof trusses, above ceiling spaces. AC equipment, and floor tiles. Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budgetfor that year with a hvo-thirds vote. David Yamamoto, of the Department of Public Works, explained that the project's initial scope of work was to replace the existing metal and built-up roof on the Hawaii County Building, in order to maintain continued use of the building. f lowever, with the expanded scope of this project more funds are needed. Mc Yamamoto also explained that there are two phases to this project. The first phase is to replace the existing metal and built-up roof on the Hawaii County Building, including the incidental and supplemental work to complete the removal of asbestos fire proofing on roof trusses, above ceiling spaces, AC equipment, and floor tiles. Mr. Yamamoto clarified that with the Council moving out the repairs move along faster and cost will be less.
