Plan (CDP) process has been ~nitiatcd by the County of Hawaii Planning Dcp~~=~cnt. It furiher states that the Ilawai`i (::ounty General Plan provides that a steering conln~i<de be fzfrmed con~prisL~' of individuals Pram Kona who would be appointed by the I+vlayor a?~d confr°-led by the County Council. Communication No. 628 introduces fifteen (15) individuals from Kona whom Mayor Kini has appointed to serve o~~ the Kona Corr~munity Devclol;snent Plan Steering Committee (CDPSC). The l~ri~nary purposti of ti.~e, steering corrrt~ittwc is to ensure that the CDP process has a brand ba^~-d comn~iir~ity l~ap-ticil~~:tion and is prcpa~-ed in the best interest of the health and ~}~el`are of tl°tc comi~3=:.znity. The stecri_ng committee S.rould serve as the planning process ambassadors for a term of two years, S~,-hieh tcrn~ s*~oulc; be extended if necessary in order to i~un parallel ~~~ith the CDP process. Yoe~n~: Has a very balanced. view of ar~y progress in Hawai `i, and a love of the land cxs :yell rs the ocean. • ~a~er I~. hilts, ~3r.: Has a love for the `aina anr~ the community, and a respect for those wl~o came Z?efore us. • JaAnn F~rnsva~;f~°th: Has a sleep compassion,for• the challenges we face and continues to work in linking grassroots issues ar~x.:~ effective public policy. • "~ga~-aly~~ (1@'l~p-i) I-Ierl~es: ~Llas a broad kno~vleclge of dr~any facets of the Kona C;omr;f.~r,ity and teas ~r~uch to learn, has lots of e=~-ergy, loves Kona and wants it to thrive and_feel p.~uud of itself PC REPORT NO. 49 • Thomas Hickcox: His family has roots here that date back for more than five generations. fIe cares about his community and wants to be a part of an organization that will assure that growth in his community is done correctly. • Kate Jacobson: Would eagerly participate in e.eploring the highest potential for balance between the economic, social, environmental and cultural assets of our island and states that public partnerships, collaboration and long-term planning are important to her. • Gretchen Lawson: Her profession and private experience has helped her develop relationships with many people who enriched her life. She would like to return the favor by participating on this steering committee. • Lydia Mahi: She Zearned how to jump off the cliffs at Ka Lae, and hung on to an ahi lied to a boa[ so she could rest before swimming back to the cliff she has had u wonderful life growing up! • Stacie Mandaquit: Her being on this committee is her attempt to be part of the solution to the inevitable growth in Kona and believes we owe this to our youthichildren o/ Kona who call Kona their home. • Michael Matsukawa: His knowledge of land are law, community and leadership skills and abilities would make him a valuable steering committee member. • Ken Melrose: He brings a career in real es[ate development and land use, experience in community organization and is willing to work with others of varying backgrounds to balance public and private interests. • Janice Palma-Glennie: Her experience working with diverse groups, including keiki and kupuna, has caught her that community planning needs to be inclusive because it affects everyone'~~ quality of life. • Ed Rapoza: He is a native Big Island resident who grew up in Kona and ruined his family here. He i.r interested in seeing diversified quality growth for our community. • Curtis J. Tyler, III: He brings substantial experience in land use planning, sustainable development and watershed management, is a problem-solver who appreciates challenges, enjoys meeting new people and has a good a•ense of humor. • Chrystal Yamasaki: With good planning and enforcement we can have a community we want and so desperately need and deserve. Her background and perspectives are wide ranging and wanes to be a part of shaping the future of Kona. At the January 19, 2006 Planning Committee meeting Chairman Pilago called the cote. Anne Young was ill and unable to attend, Joann Farnsworth, Lydia Mahi, Stacie Mandaquit, Janice Palma-C,lennie, Ed Rapoza, were present but had to leave because of other commitments. PC REPORT NO. 49 Nine appointees were present at the Kona Council office and one appointee (Ken Melrose) was present at the Hilo Councilroom. Council Member Virginia Isbell was very pleased for those who were able to stay, and thanked them for being willing to take on the task because the CDP is very important to us all. Appointee Roger Dilts slated that the group is very important to him. He has been working in the community to bring forth the idea of watershed planning and importance of our water resources both fresh and near shore resources and look at this CDP as a way to get the ordinance involved to enforce the things we need to do. More importantly to educate our folks on the Kona side on the importance of our watersheds, primarily water collecting areas up in ranch country and rain forests. Mr. Melrose stated the CDP process brings a broad sector of the community together to talk about its future. Thinks the steering committee won't be doing the planning but believes they would be assembling information and helping to assemble dialog. That's an important role to do and appreciates the opportunity and happy to be of service. Marni Herkes said she would like to use this process to develop a strong sense of place for Kona and preserve our open space that the council started with the Open Space Commission. Wants to strengthen existing communities, develop a transporation plan, some mixed land use, good building and green infrastructure, permitting processes and walkable communities. This diverse group brings different aspects of the Kona way of life into play in the planning process. Curtis 7 yler said the Mayor and advisors have done a remarkable job in putting together such a diverse group. Looks forward to working with fellow committee members, residents of Kona and Planning Dept to bring the Kona CDP plan to fruition as an ordinance for the first time. It's a very exciting opportunity and looks forward to making a difference. Council Member Jacobson thanked everyone for being willing to serve. Council Member Hoffmann suggested the committee plan periodic feedbacks to the Council so that the Council knows where it's going and how well the job is being done and whether the Council could do anything to help out Mr. Tyler responded he hopes and envisions such a thing would take place because the community members would also be interested in this information. Council Member Hoffmann stated other districts are working on similar types of plans and would appreciate updates to learn and capitalize on things the committee discovers as it moves ahead. Chairman Pilago was very pleased about the 15 individuals selected by the Mayor because it brings together a broad cross section and wide range of expertise and experience to move forward expeditiously and ensure the ordinance Mr. Tyler spoke of is applied and lived by.
