Copies of the approved transfer forms are attached for reference. Comm. 645: RESOLUTION CHANGING TIME ELEMENT OF AN EXECUTIVE (Res. 247-06) ASSISTANT II TO HALF TIME (in the Office of Management; currently a two-fifth time position) From Finance Director William Takaba, dated January 17, 2006, transmitting the above resolution. This position is responsible for keeping the public informed about county government and community activities through the effective use of the public media. It now takes approximately 20 hours per week to perform all the duties and responsibilities and this change will fairly compensate the incumbent for the work required and performed. Opportunity Provider and Employer FC-27 Page 2 January 3 ] , 2006 Comm. 646: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER (Res. 248-06) INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF THE ATTORNEY GENERAL, PURSUANT TO HRS 46-7, FOR THE NON-SUPPORT PROSECUTION GRANT; and (Bill 208): AN ORDINANCE TO AMEND ORDINANCE NO. OS-86, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2006 (by appropriating an $82,600 Non-Support Prosecution Grant) From Finance Director William Takaba, dated January 17, 2006, transmitting the above resolution and bill. The State of Hawaii Department of the Attorney General has authorized the above grant, derived from the Edward Byrne Memorial .Tustice Assistance Grant Program to the Office of the Prosecuting Attorney. The funds will be used to initiate investigation and prosecution of individuals who are persistently non-compliant of child support orders and with an emphasis on individuals with "off the books" income who evade their responsibility to support their children. FC-27 Page 3 January 31, 2006 Submitting Testimony: Those persons wishing to testify in person or by videoconference must register with the County Clerk's staff. Those testifying in person and submitting written testimony at the meeting in Hilo should bring sixteen (16)copies of the testimony for distribution at the meeting. Those testifying by videoconference from the Kona or Waimea Counci( Offices should bring one copy of the testimony. Those persons unable to testify in person or by videoconference may submit testimony (1) by mail to the County Clerk's Office in Hilo at the above address, (2) by facsimile to (808) 961-8912, or (3) by e-mail to counciltestimonv(a)co.hawaii.hi.us. Copies will be made and distributed at the meeting when transmitted in a timely manner. In any case, both oral and written testimony will be made a part of the public record. Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County Code}. A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." {Article l5, Section 2-91.3(a)(6), Hawaii County Code} Registration forms and expenditure report documents are available at the Office of the County Clerk-Council, 25 Aupuni Street, Hilo, Hawaii 96720.
