Comm. 642: APPOINTMENT OF CATHRYN J. (KATIE) NOVA, PH.D., TO THE COUNTY
OF HAWAII MAYOR'S COMMITTEE ON THE STATUS OF WOMEN
From Mayor Harry Kim, dated January 4, 2006, informing the Council he has
appointed Cathryn J. (Katie) Nova, Ph.D, of Council District 7, to the County of
Hawaii Mayor's Committee on the Status of Women. Ms. Nova is a 10-year resident
of Hawaii, and has had her own private practice in individual, couples, group and
family psychotherapy and psychological testing since 1996. She is currently a
member of the American Association of University Women and the Hawaii
Psychological Association. Ms. Nova states that she is not affiliated with any
political party. She will replace Margaret Masunaga, who resigned, and will serve a
term to expire on December 31, 2007. This appointment does not require Council
approval.
Comm. 644: APPOINTMENT OF JULIA A. STATEN TO THE COUNTY OF HAWAII
MAYOR'S COMMITTEE ON PEOPLE WITH DISABILITIES
From Mayor Harry Kim, dated January 17, 2006, informing the Council he has
appointed Julia A. Staten, of Council District 7, to the County of Hawaii Mayor's
Committee on People With Disabilities. Ms. Staten is a 17-year resident of Hawaii,
and is currently a retired APRN (Advanced Practice Registered Nurse), with 40 years
of experience working in the area of mental illness and substance abuse. Ms. Staten
states that she is not affiliated with any political party. She will replace Elizabeth
Mason, who resigned, and will serve a term to expire on December 31, 2008. This
appointment does not require Council approval.

Comm. 621: GRANT REVIEW PROCESS FOR APPLICATIONS RECEIVED FOR COUNTY
GRANTS BY NONPROFIT AGENCIES FOR FISCAL YEAR 2006-2007
From Human Services and Economic Development Committee (HSEDC) Chair
Fred C. Holschuh, M.D., dated December 30, 2005, apprising Councilmembers,
nonprofit agencies and the public of the upcoming grant review process, and
delineating the role of the HSEDC Chair, Vice-Chair and support staff in evaluating
the applications. Recommends returning to the method of application review
conducted prior to Fiscal Year 2005-06. Cites Hawaii County Code §2-139, which
governs the procedure for awarding grants and Hawaii Revised Statutes §92-2.5,
which governs the method in which the Council can gather information; and
recommends members of the site visitlinterview study group. Also describes the
current and historic procedure for receiving grant applications.

with the County Clerk's staff. Those testifying in person and submitting written testimony at the
meeting in Hilo should bring sixteen (16) copies of the testimony for distribution at the meeting. Those
testifying by videoconference from the Kona or Waimea Council Offices should bring one copy of the
testimony. Those persons unable to testify in person or by videoconference may submiC testimony (1)
by mail to the County Clerk's Office in Hilo at the above address, (2) by facsimile to (808) 961-8912,
or (3) by e-mail to counci]testimonyna,co.hawaii.hi.us. Copies will be made and distributed at the
meeting when transmitted in a timely manner. In any case, both oral and written testimony will be
made a part of the public record.

Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within five
days of becoming a lobbyist. {Article 15, Section 2-91.3(b), Hawaii County Code} A lobbyist means
"any individual engaged forpay or other consideration who spends more than five hours in any month
or $275 in any six-month period for the purpose of attempting to influence legislative or administrative
action by communicating or urging others to communicate with public officials." {Article 15, Section
2-91.3(a)(6), Hawaii County Code} Registration forms and expenditure report documents are
