RE: 1998 Legislative Program
For your consideration, I am forwarding a draft of the 1998 Legislative Program as adopted, in
part, at the previous Council meeting.
Please note that you must still provide district CIP projects to add to the CIP district priority list.
Finally, the fifth target priority relating to privatization had to be rewritten because the Council
resolution merely requested the Governor and the Legislature to convene a Special Session to
resolve the confusion created by Konno v. County of Hawaii.

TARGET PRIORITIES
? Retain the Transient Accommodation Tax at the last
minimum funding level for each County
? Eliminate General Excise Taxes on County
purchases
? Retain funding levels for purchases of services for
non-profit agencies
? Support funding for all State mandates imposed on
the Counties
? Support legislation that would resolve the confusion
created by the Supreme Court's decision in Konno v.
County of Hawaii by establishing the types of
programs or projects and a procedure by which those
programs or projects may be privatized by State and
County government. Such programs or projects
would include services by grants, subsidies, and
purchase of services pursuant to Chapter 42D, HRS,
and incidental to purchases of goods in the
construction of facilities awarded under Chapter 103
and 103D, HRS.

• Kaumana Drive (Chong Street-Alahelenue Street)
$1,500,000 to construct drainage/safety improvements
