RESOLUTION NO. 259 06
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, the residents adjacent to the Honoka`a Arena, a rodeo venue, have
requested relief from dust that becomes windborne, which moves from the arena floor to their
residences; and
WHEREAS, the Department of Health has determined that this dust, defined as fugitive
dust, could become a health hazard to the residents near the Honoka`a Arena and has strongly
requested that the Department of Parks and Recreation mitigate these potential threats to health;
and
WHEREAS, fugitive dust is defined as dust that is not emitted from definable point
sources such as industrial smokestacks. Sources include open fields, roadways, storage piles,
etc.; and
WHEREAS, the Department of Parks and Recreation has requested funding to be
utilized towards the implementation of a sprinkler system for the inner grounds of the Honoka`a
Arena; and
WHEREAS, this sprinkler system will dramatically help to reduce the threat of fugitive
dust and the potential health hazards that fugitive dust may pose to the residents adjacent to the
Honoka`a Arena.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the following amount is hereby transferred and appropriated as set forth
below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Finance and that the Director of Finance is hereby authorized to
make the necessary transfers in accordance with the terms of this resolution.
