Enclosed is a bill for an ordinance amending Ordinance No. OS-87, as amended, the Public Improvements and Financing Budget, which appropriates $30,000 for Honoka`a Arena Improvements. Specific improvements to be funded by this bill include the following: 1. Procurement of required materials: 1-1/2" meter 2. The improvement to Honoka`a Arena would be the implementation of a sprinkler system for the inner grounds of the arena. The Department of Parks and Recreation has requested the assistance of District 1 Contingency Account monies for a portion of this project. The Department of Water Supply will facilitate the implementation of these materials. This sprinkler system will fulfill a mandate by the Department of Health that the Department of Parks and Recreation remove the potential of fugitive dust becoming a health hazard to the homeowners residing adjacent to Honoka`a Arena. Fugitive dust is defined as: Dust that is not emitted from definable point sources such as industrial smokestacks. Sources include open fields, roadways, storage piles, etc. Specific improvements to be funded by this bill include the following: 1. Procurement of required materials: 1-1/2" meter 2. Installation of required materials As per Article 10, Section 10-6 of the Hawaii County Charter, your recommendations to the proposed amendment will be greatly appreciated. Resolution No. 259-06 :Regarding transfer of District 1 Contingency Relief Account Monies to the Capital Improvement and Financing Budget for utilization by the Department of Parks and Recreation to make improvements ad the Honoka`a Arena. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Finance Committee to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Finance Committee for placement on its future agenda.
