MEMORANDUM

RE: Status Update by the Waste Reduction Facility RFP Consultants
The Department of Finance has scheduled R.W. Beck, Inc. and Hawkins Delafield &
Wood LLP, the consultants the County has contracted to provide support services for the Waste
Reduction Facility Design-Build-Operate Project Request for Proposals (RFP) to brief the
Committee on Environmental Management (EMC) at its meeting on February 28, 2006. These
Waste Reduction Facility RFP consultants are assisting the County with the development of
procurement documents, evaluation of Stage 1 and Stage 2 Proposals, negotiations and Project
implementation.
The Waste Reduction Facility RFP consultants will update us on the status of the Stage 1
RFP, which is due to the County on February 17, 2006, and report on the status of the Stage 2
RFP, which is scheduled to be available to firms on the short list in April 2006. Please review
Communication 582.2, which explains the procurement process and attaches the Waste
Reduction Facility RFP, and Communication 582.5, which is the Januazy monthly RFP update I
have requested from the Department of Environmental Management.
Please note that these two Communications, along with other Communications regarding
the Communications Protocol and the RFP Evaluation Committee, will be on the agenda for
discussion at the February 14, 2006 EMC meeting. Please also review the February monthly
RFP update, which is expected to be received in two weeks, and prepare any questions you may
have for the Waste Reduction Facility RFP consultants at our February 28, 2006 EMC meeting.
