Re: Resolution 247-06 - Increasing Time Element
Dear Chairperson Higa and Council Members:
When Resolution 247-06 was considered by the Finance Committee, a question was raised
about the ownership and availability of the videotapes or DVDs that are filmed by the person
filling this position. At the committee meeting, it was promised that we would provide this
information when the resolution is before the full Council.
We have discussed this with the Corporation Counsel and can assure you that the County of
Hawai' i owns the media images captured by an employee in the course of his work for the
County. The programs are archived on DVDs, and a program of making these available for
loan to interested members of the public is being developed. The County owns these media
images, and they will not be used for any non-County purpose.
In addition, a question was raised about whether the County Council can utilize the services of
this employee. His services will be available to the Council.
