I ~i COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 265 O~ RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF TRANSPORTATION, PURSUANT TO HRS 46-7, FOR A WAIMEA TRANSPORTATION CIRCULATION PLAN GRANT WHEREAS, the State of Hawaii Department of Transportation, through its State Planning & Research (SPR) program, has authorized funding towards the Planning Department's Waimea Transportation Circulation Plan; and WHEREAS, this grant will be used to develop a regional transportation circulation plan for the Waimea District; and WHEREAS, the regional transportation circulation plan will identify short- and long-range projects to implement amulti-modal regional circulation plan for the Waimea area with the short- range action plan including a prioritized list of CIP projects that can be completed within two years and the long-range implementation plan that could include the development of new roadway corridors; and WHEREAS, the scope of work will include a traffic analysis to identify highway improvement needs, a broader transportation needs analysis to encourage non-vehicular transportation modes, and coordination with ongoing community development planning to integrate transportation and land use planning; and WHEREAS, the funds provided by the State Department of Transportation, are derived from grants provided by the federal government; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. NOW, THEREFORE, BE IT RESOLVED ~Y THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, a grant agreement with the State of Hawaii Department of Transportation, to enable the County to begin work on a Waimea Transportation Circulation Plan as identified in the Planning Department's State Planning and Research Program's Proposed Work Item Form, attached hereto and incorporated herein by reference as Exhibit "A" . RE IT FURTHER RESOLVED that the Mayor of the County of Hawaii is authorized to sign the above-referenced agreement and any related documents on behalf of the Office of the Mayor and the County of Hawaii pursuant to the Hawaii County Charter. ~E IT FURTHI=R RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this resolution to the Office of the Mayor, the Finance and Planning Departments, and the State of Hawaii Department of Transportation. At a minimum, the action plan will include a prioritized list of County CIP projects and proposed STIP projects that takes into consideration the timing and impact of the Waimea Bypass Road. C. Project Justification (reason and need for project, cite regulatory requirements, if any): There are three areas on the Big Island where congestion is an existing problem that will only get worse: Kona, Puna, and Waimea. Until the long-awaited Waimea/Kawaihae Bypass is completed, the growing congestion problem through Waimea will be exacerbated by the anticipated truck traffic generated by the harvesting of the eucalyptus trees on the Hamakua Coast heading to Kawaihae Harbor.
