Although the Cowity expects to own and finance the design and construction for the WRF', the County may require the DBO contractor to provide its own financing, depending on the technology(ies) selected. There is also the possibility that the method finally selected to dispose of waste in East Hawaii will require minimal funding by the County. The type of WRF or disposal method selected is unknown at this time. The Stage 2 RPP for the WRF is expected to be issued in mid-May of this year. Enclosed is a bill for an ordinance adding the Waste Reduction Facility project for $40,000,000 to the Capital Budget to position the County if the selected project requires County funding. If necessary, this funding will be used for planning, design, and construction. This is being done to be prepared for the possibility that the most prudent and fiscally responsible way to finance a WRF may be through Cow~ty bond funding. It is emphasized that need for this funding method or the amount that may be needed is unknown at this time.
