Re: Operating Budget
The State of Hawaii Department of Transportation, through its State Planning & Research (SPR)
Program, has authorized a $120,000 grant to the County of Hawaii for the preparation of the Waimea
Transportation Circulation Plan. These funds, derived from the Federal Highway Administration, will be
used to develop along-range regional transportation circulation plan for the Waimea region. Until the
long-awaited Waimea/Kawaihae Bypass is completed, the growing congestion problem through Waimea
will only get worse especially by the anticipated truck traffic generated by the harvesting of the eucaplytus
trees on the Hamakua Coast heading to Kawaihae Harbor. The projects proposed in the circulation plan
will mitigate some of the problems.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii
Department of Transportation.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $120,000
Waimea Transportation Circulation Plan Grant.
In order to expedite this matter and to have the consultant begin work on this project as soon as possible,
the Planning Department respectfully requests a waiver from the Finance Committee and to have this bill
heard at the Council meeting scheduled for March 1, 2006.

A. REQUEST:
The Planning Department has received a $120,000 federal State Planning & Research (SPR) Grant, passed
through the State Department of Transportation, to develop a regional transportation circulation plan for
Waimea. County matching will be a cash match of $50,000 from appropriated CIP funds. The request for
Council action is to establish a revenue account to accommodate this grant and appropriate the amount as
detailed below.
1. Consultant Services ($120,000 federal portion, $50,000 County CIP match, total contract amount of
$170,000): To enter into a consultant services contract to prepare a regional circulation plan for Waimea.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Objectives: To identify short- and long-range projects to implement amulti-modal regional circulation plan for
the Waimea area. The short-range action plan will include a prioritized list of CIP projects that can be
completed within two years. The long-range implementation plan may include the development of new
roadway corridors.

Additional Comments about Grant: We originally proposed the project to DOT for $150,000 wl the 80%
grant portion being $120,000. After meeting w/ the consultant, we realized the potential need for
additional public meetings beyond the four that we agreed to in the fixed fee scope of work (i.e., the
portion paid from the $150,000). In addition, we may need additional traffic studies based on the
initial findings. We therefore decided to add $20,000 on a time and materials basis to cover these
contingent additional work. Hence the current contract sum is as follows: $150,000 fixed fee +
$20,000 time and materials = $170,000 ($120,000 federal grant; $50,000 County CIP).

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
