Re: Resolution Transferring Funds
Enclosed is a resolution transferring $253,139 out and from the Clerk-Council Services -
Contingency Relief account and crediting it into various Hawaii County Police Department's
accounts. At the County Council meeting held on June 1, 2005, $256,452 was removed from
Police's Administrative Division - OCE account budget and placed into the Contingency Relief
account with the understanding that when they needed the funds, they could request it back from
the Council. Thereafter, Resolution 209-05, adopted by the Council on December 7, 2005,
appropriated $3,313 from the Contingency account and into Police's Animal Control account. The
$253,139 will be used towards anticipated account shortages, unforeseen repairs, and district
stations' improvements.
As was done with the previous departmental transfers out of the Contingency Relief account, the
Police Department would like to request a waiver from the Finance Committee and have this
resolution heard at the Council meeting scheduled for March 1, 2006.

Request a Resolution to transfer $253,139 from the Council's Contingency Relief Account to the following
Police Department Accounts on the attached spreadsheet.
As mentioned in previous Council meetings, the Department is asking that the Finance Committee be
waived.

out and from the designated fund account(s) and crediting same to a designated fund
account(s).
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
