Higa, Chairman and Members of the Hawaii County Council Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Re: Resolution Transferring Funds Enclosed is a resolution transferring $253,139 out and from the Clerk-Council Services - Contingency Relief account and crediting it into various Hawaii County Police Department's accounts. At the County Council meeting held on June 1, 2005, $256,452 was removed from Police's Administrative Division - OCE account budget and placed into the Contingency Relief account with the understanding that when they needed the funds, they could request it back from the Council. Thereafter, Resolution 209-05, adopted by the Council on December 7, 2005, appropriated $3,313 from the Contingency account and into Police's Animal Control account. The $253,139 will be used towards anticipated account shortages, unforeseen repairs, and district stations' improvements. As was done with the previous departmental transfers out of the Contingency Relief account, the Police Department would like to request a waiver from the Finance Committee and have this resolution heard at the Council meeting scheduled for March 1, 2006. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
