Waste Reduction Facility Design-Build-Operate
Monthly Update -February 1 S, 2006
Waste Reduction Technology Analysis
R,W. Beck submitted the revised Technology Memo on 1/18/2006.
R.W. Beck also submitted the draft Technical Memo of "bioreactor" landfill
technology on 1/18/2006 to provide background information for the EISPN
process.
• Solicitation Documents
Hawkins Delafield & Wood LLP and R.W. Beck distributed Addendum 1 to the
Stage 1 RFP document on February 6`h. Addendum 1 sets forth amendments to
the Stage 1 RFP, clazifications, a summary of the pre-proposal conference, and
questions/answers. Amendments include the removal of "no contact with elected
officials" from the document, an extension of the Stage 1 Proposal submittal due
date to 3/2012006, and an extension of the written questions submittal due date to
2/20/2006.
The Stage 1 RFP, Addendum 1 and Forms in Attachment D (in word format)
were posted on the County website for ease of distribution and use by proposers.
Hawkins Delafield & Wood LLP and R.W. Beck continue to contact industry
service providers to gauge and generate interest in the project.
R.W. Beck prepared an outline of the Stage 2 RFP document and has continued
work on the Stage 2 RFP.
¦ Contract Preparation
Hawkins Delafield & Wood LLP is in the process of preparing the 1st draft of the
Waste Reduction Technology Design-Build-Operate Contract.
¦ Environmental Impact Statement /EISPN
The final draft of the EISPN is being refined and will be released in late February
2006.
The EISPN public meeting is scheduled for 3/1/2006 and press releases were sent
out on 2(14(2006.
Small group meetings have been scheduled with the Sierra Club and a local
community association prior to the public meeting on 3/1/2006 (they are
scheduled for 2122 and 2123) to clarify the project and gain support.

• Presentations and Workshops
The Pre-Stage 1 Proposal Conference and Site tour occurred on 1/18/2006 in
Hilo. Pat Tangora from R.W. Beck attended to present on the procurement and to
answer any specific questions. Hawkins Delafield & Wood LLP also participated
in the pre-proposal conference via conference call.
• Project Schedule
In response to a potential proposers report, the deadline for submission of Stage 1
Proposals was extended 30 days to allow potential proposers more time to prepare
quality proposals. The impact, if any, that this may have on the overall schedule
is being evaluated.
• Action Items and Responsibilities
o R.W. Beck and Hawkins Delafield & Wood LLP to complete the 1st draft
of the Stage 2 RFP for team review.
o Hawkins Delafield & Wood LLP to complete the 1st draft of the DBO
Contract for team review.
o County to provide comments on the draft Technical Memo on "bioreactor"
technology.
