Boa 72 Pa'auilo, Hawaii 96776 February 7, 2006 TO: Council Chair Higa, Councilmember Holschuh and members of the Hawaii County Council - FROM: Waltham Johansen SUBJECT: Animal Control Bill, Bill 4, Draft 6 , Deaz Council members, I strongly urge you not to pass Draft 6 of Bill 4 at this time. I have dogs that aze kept in kennels at my home. They aze pets, part of my family, hunting dogs, and provide security for my family and elderly neighbors. They do not bark for no reason or at any vehicle that passes. If they are provoked by trespassers, cazs passing late at night, or stray cats, they may in fact bark warnings to our family. The vast majority of hunting dogs aze not neutered, making the $25.00 fee every other year a huge burden if, as many hunters do, they own a number of dogs. Furthermore, the vast majority of hunters aze very responsible dog owners. If a hunting dog does not return, any hunter I know spends a great deal of time seazching for them and almost without exception, the dogs aze found. The other thing I find very disturbing about the current draft of this bill is that in spite of a number of public hearings, there aze appazently no changes in the bill that reflect concerns expressed at these public meetings. I specifically remember Mr. Safarik stating at the Waimea hearing something equivalent to, "No way aze we going to pass a bill that the public doesn't want".
