However, because this project will definitely impact Alii Drive if it installs a driveway onto Alii Drive, maybe you should require that the developer put in a driveway leading up to Kuakini Highway instead. A nice narrow two lane driveway with 10 foot wide sidewalks on both sides would be wonderful. If the developer refuses to put in a driveway up to Kuakini, then you should deny its application. Somehow, I am not in favor of another mauka makai road or a roundabout in that location as recommended by the Kona Traffic Safety Committee UNLESS the council has an independent traffic study done to determine if the additional road will cause more congestion along Alii Drive. As far as tsunamis go, there are enough ways to get up to Kuakini by foot and by carat the current time if you know the area.
