Aloha Chairman Higa and Council Members:
I am wondering if the extension of the County water system into this
subdivision is going to be utilizing the improvement district (ID)
process.
When the lot owners in the Coastview and Wonderview subdivisions in
Kona wanted to have a County water system extended into their
neighborhood, they were told they would have to do so through the
improvement district process and share the costs for it over a 30-
year period. Fortunately, USDA was able to assist in providing some
grant dollars and a low interest loan.
As some of you may recall, this took some time to do and, at the
suggestion of bond counsel and the legislative auditor's office,
substantial changes were made to the County Code to make the whole
process easier to do for other communities wanting to upgrade to a
County water system.
I strongly urge that any appropriation to provide such an upgrade to
a particular subdivision be conditioned on the use of the ID process.
This assures a measure of fairness and consistency to all taxpayers,
and, most specifically, those wanting the upgrade itself.
My apologies for submitting this testimony at second reading; I had
been meaning to comment on this bill earlier and forgot to do so from
Kona two weeks ago.
