Aloha Madam Chair and Committee Members:
1 wish to express my very strong support for this proposed CIP appropriation to resurface the
roadways in the Coastview and Wonderview subdivisions in Kona.
As you may recall, the lots in these two subdivisions are part of a very important Water Improvement
District (WID) ordinance which, for the first time, has enabled a proactive partnership between the
Federal and County Governments, the contractor and the landowners to provide a significant public
water system benefit to the area residents. The project took many years to bring to fruition, and it is
nearly completed.
During the many years this project was being contemplated, considered, and contracted, maintenance of
the local subdivision streets was continually deferred or postponed, so as to not cause the subsequent
tearing up of new pavement for the installation of the County water system.
Now that the WID project is nearing completion, the time for resurfacing the subject roadways is fast
approaching. Thus, the proposed appropriation is entirely "appropriate," and I encourage your strong
support of it now and at the full Council level. The roadway maintenance is sorely needed and long
overdue.
