Solid Waste Reduction Facility

There are many potential solutions swirling around us. I sincerely believe
that not one of us knows exactly what solution will be implemented or
when.
I urge you all to seek the approach that implements the "common
denominator" for what will be required for any possible solution. This may
be nothing more then a partial climate controlled (covered) facility with an
impervious containment (concrete) base. This may not be unlike the facility
recently erected above Honokohau. Just because there are manufacturing
homes within, does not mean that a similar structure can not serve as a
sorting facility. The use we envision today is not likely to remain
unchanged over the years to come, as improvements remain and
technology changes.
I will suggest that we keep barge transportation of compacted SMW to
Kawaihae as a viable short-term option. If the figures are correct, presorted
compacted SMW could average two double bottom moves per day. We also
have to be fully cognizant of the potential reality under CERCLA that the
first shipment to an off island facility raises the potential for joint and
several liability.
We can also look at the possibility that the ultimate solution does not have
to fall under procurement guidelines for obtaining a service. Contracts can
also be structured as disposal of surplus assets and facility leases.
