Your Committee on Finance, to which was referred Resolution No. 248-06, reports as follows:
Resolution No. 248-06, transmitted jointly with Bill No. 208 by Director of Finance
William Takaba, via Communication No. 646, dated January 17, 2006, authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of the Attorney
General for the Non-Support Prosecution project.
The State of Hawaii Department of the Attorney General, Crime Prevention and Justice
Assistance Division, derived from the Edward Byrne Memorial Justice Assistance Grant
Program has authorized an $82,600 grant to the Hawaii Office of the Prosecuting Attorney for
its Non-Support Prosecution project.
The funds will be used to initiate investigation and prosecution of parents who are persistently
non-compliant with child support orders, with an emphasis on those with "off the books" income
who evade their responsibility to support their children.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 248-06
and recommends its adoption.
