RE: Kailua Village Bypass
This memo provides information on how the County would move this connector forward should KPC
Villages' rezoning be approved.
1. Extent of land acquisition. The right-of-way is at least 60' wide. Additional area may be
necessary beyond the 60' for slope easements. Based on a preliminary alignment by DPW,
a remnant may be created on KSBE property between the northern boundary of the ROW
and Coconut Grove. The County should also acquire this remnant for public parking and/or
to provide alternative access to Coconut Grove to replace their current access on Kuakini that
may be too close to the proposed new connector (see figure below).
2. KSBE commitment. Based on a phone conversation with KSBE (Jeffrey Mau), KSBE has a
potential buyer of the property that intends to do a commercial development. A commercial
development will require rezoning (currently zoned RM-1) and SMA permit. A rezoning
condition could require dedication of the right-of-way.
3. Relationship to mauka segment of connector between Kuakini and Hualalai. Even if the
mauka segment is not constructed, the proposed connector would provide an alternative for
northbound traffic along Alii Drive that would presently have no choice but to continue along
Alii Drive to Hualalai before being able to turn mauka to Kuakini to avoid clogging Alii Drive all
the way to Palani. By constructing this makai segment, the potential to connect to Nani
Kailua is preserved. The mauka segment to make this connection to Nani Kailua is
challenging due to topography and possible archaeological sites. Nevertheless, if possible,
the Nani Kailua connection provides amauka-makai connection from Alii Drive to Queen
Kaahumanu.
4. Timing of design and construction. The next steps are as follows:
a. Procure planning/design consultant. We would need approximately three months to
prepare the scope of work and select a consultant to do the preliminary engineering and
EIS. The scope of this study would be the makai and mauka segments of the connector.
CIP funds are in place to begin immediately.
b. PER/EIS. The preliminary engineering and EIS would take about a year.
c. Construction documents. The detailed design would take about 8 months. The scope of
work would be limited to the makai segment (between Alii Drive and Kuakini).
Construction cost estimates would be prepared to determine the amount of construction
funding required.
d. ROW acquisition. The detailed design would determine the exact land area to be
acquired. The ROW would then be subdivided and acquired. The appropriated $1.5M
should be able to take us at least to this step.

e. Construction. The timing of bidding and construction of the makai segment would
depend on cost and funds availability.
5. Concurrency. An expeditious design and construction schedule of the makai segment would
be say 3 years, assuming all funds were available. If KPC were to complete construction in
one year, there would be a 2 year lag between the occupancy of the project and completion
of the connector. If the rezoning were to be denied, there would still be traffic generated by
their back-up entitled plan for 48 units.
