RESOLUTION NO. 2 i2 U6
RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO NEGOTIATE THE
DISPOSITION OF REAL PROPERTY TO THE HAWAII ISLAND HOUSING TRUST
FOR THE PURPOSE OF THE DEVELOPMENT OF THE WAIKOLOA EMPLOYEE
HOUSING PROJECT.
WHEREAS, the County of Hawaii owns two parcels containing
approximately 276.882 acres of vacant land located in Waikoloa,
Hawai i, TMK: 3/6-8-2:26 and 6-8-30-179; and
WHEREAS, Chapter 2, Article 19, Section 2-120(a)(1),
Hawaii County Code, as amended, provides that the County
Council may direct the Finance Director to negotiate the
disposition of real property by selling it in fee simple to non-
profit organizations to develop affordable housing; and
WHEREAS, Chapter 2, Article 19, Section 2-120(b), Hawai i
County Code, as amended, provides that the County Council may
direct the Finance Director to negotiate the disposition of real
property to non-profit organizations without proper notice or
appraisal; and
WHEREAS, the Office of Housing and Community Development
has determined that the Hawaii Island Housing Trust (HIHT) is a
newly formed non-profit organization whose board has extensive
experience in the development of subsidized housing; and
WHEREAS, the HINT proposes to develop a community of
800-1,200 for-sale and rental units; and
WHEREAS, the HIHT will seek funding for the project, and
carry out its development through to occupancy, at which time
operations will either be managed by HIHT or taken over by an
experienced management company; and
WHEREAS, the HIHT will be responsible for the sale and
resale of the affordable housing units; and
WHEREAS, the proposed project will target households with
income levels at 50% to 1400 of the island's median income; and

WHEREAS, the proposed project will increase housing
opportunities for the County's workforce.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII, that the Finance Director is hereby authorized to
negotiate and execute the necessary documents for the
disposition of real property by selling it in fee simple to the
HIHT for the purpose of planning, developing, and constructing a
community of 800-1,200 for-sale and rental housing units at Ten
Dollars ($10.00).
BE IT FURTHER RESOLVED that the Mayor of the County of
Hawaii or his duly authorized representative is hereby
authorized to execute the sales agreement and any other
documents required to induce financing entities to provide
funding for the project; and
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Office of the Mayor, the Department of
Finance, and the Office of Housing and Community Development.
