HomeMy WebLinkAboutRES 273 Draft 01 2004-2006 COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. ~'''3 d!6 RESOLUTION EXPRESSING COUNCIL SUPPORT FOR THE CREATION OF A COMMUNITY FACILITIES DISTRICT AND OTHER MEANS OF FINANCING, SUCH AS THE CREATION OF AN IMPROVEMENT DISTRICT AND ISSUANCE OF BONDS TO PAY FOR CERTAIN IMPROVEMENTS IN THE WAIKOLOA EMPLOYEE HOUSING PROJECT, AND REAFFIRMING RESOLUTION N0. 236-04. WHEREAS, the County of Hawaii owns approximately 276 acres of land in Waikoloa, South Kohala, Hawaii, further described as TMK: 3/6-8-02:26 and 3/6-8-30:179. The property is zoned RS-10 and is undeveloped and is also known as the Waikoloa Employee Housing Project (WEHP); and WHEREAS, the County has determined there is a need for the development of affordable units in West Hawai i; and WHEREAS, the Council of the County of Hawai i, on September 15, 2004, adopted Resolution No. 236-04 authorizing the Mayor of the County of Hawai i, or, in his absence, the Acting Mayor or authorized representative, to execute an agreement with a master developer to develop the WEHP; and WHEREAS, the Council desires to reaffirm Resolution No. 236-04; and WHEREAS, Chapter 32, Hawaii County Code, as amended, provides that the Council may establish Community Facilities Districts for the purpose of financing the purchase, construction, installation, expansion, improvement or rehabilitation of any real or other tangible property; and WHEREAS, the Office of Housing and Community Development has proposed that a Community Facilities District be established to finance certain improvements for the WEHP; and WHEREAS, the Council desires to express its support for the WEHP by supporting the establishment of a Community Facilities District and other means of financing certain improvements within the WEHP, such as, but not limited to, the creation of an improvement district and the issuance of bonds to finance certain improvements for the WEHP. i ~ NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that it expresses its support for the establishment of a Community Facilities District and other means of financing certain improvements for the Waikoloa Employee Housing Project such as, but not limited to, the creation of an improvement district and the issuance of bonds to finance certain improvements for the WEHP. BE IT FURTHER RESOLVED, that Resolution No. 236-04, adopted by the Council on September 15, 2004, is hereby reaffirmed. BE IT FURTHER RESOLVED, that a copy of this resolution be transmitted to the Office of Housing and Community Development. BE IT FURTHER RESOLVED that this resolution shall take effect immediately.
