At the Council meeting on March I, 2006, the original Resolution was tabled in order to complete a Drafr 2 of Resolution No. 267-06. The changes between Drafr I and Draft 2 are detailed below. The change to the title is as follows: RESOLUTION REGARDING THE SELECTION OF A MEMBER OF THE HAWAII COUNTY COUNCIL TO SERVE AS AN [ n~rrooP~] LIAISON TO A REQUEST FOR PROPOSALS EVALUATION COMMITTEE SELECTING PRIVATE VENDORS PROPOSING SOLID WASTE SOLUTIONS FOR THE COUNTY OF HAWAII A new 6'" WHEREAS clause is added as follows: WHEREAS the Countv Council affirms its intent that no Council Member shall be a member of the Waste Reduction Facility Design-Build-Operate Proiect RFP Evaluation Committee or any future RFP Evaluation Committee for the selection of private vendors proposin¢ solid waste solutions for the Countv of Hawaii but may act as a liaison, rather than act as an advisor; and allo~l-~b~Ck•a' Comm. The first RESOLVED clause is changed as follows: NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the selection of a Council Member to serve as a[re] [adviser] liaison between the Council and the Administration for the purpose of improving communication regardin¢ the procurement process and timetable with regard to any RFP [e]Evaluation [s]Committee selecting private vendors proposing solid waste solutions for the County of Hawaii shall be made by the County Council's Committee of the Whole. A new second RESOLVED clause is added as follows: BE IT FURTHER RESOLVED that no Council Member shall be a member of the Waste Reduction Facility Design-Build-Operate Project RFP Evaluation Committee or any future RFP Evaluation Committee for selection of private vendors proposing solid waste solutions for the County of Hawaii. Sincerely, Gary Saf o il Member Hawaii County Council GS/sb f~ or y COUNTY OF HAWAII w• STATE OF HAWAII ^ • RESOLUTION NO. 267-06 (Draft 2) Ramse~exed RESOLUTION REGARDING THE SELECTION OF A MEMBER OF THE HAWAII COUNTY COUNCIL TO SERVE AS AN [f1BVIS6R] LIAISON TO A REQUEST FOR PROPOSALS EVALUATION COMMITTEE SELECTING PRIVATE VENDORS PROPOSING SOLID WASTE SOLUTIONS FOR THE COUNTY OF HAWAII WHEREAS, the County of Hawaii is currently in the process of procurement through a Request for Proposals (RFP) process for the Waste Reduction Facility Design-Build-Operate Project; and WHEREAS, the Chief Procurement Officer of the County of Hawaii will appoint an RFP Evaluation Committee to evaluate the responses received pursuant to the RFP process; and WHEREAS, the RFP Evaluation Committee will have at least three governmental representatives, with additional appointments to be made as necessary; and WHEREAS, involved in the RFP evaluation process will be technical, legal and financial consultants serving as advisors to the RFP Evaluation Committee; and WHEREAS, the County Council has been invited by the Chief Procurement Officer of the County of Hawaii to designate an individual, Council Member or staff, to be an advisor to the RFP Evaluation Committee; and WHEREAS the County Council affirms its intent that no Council Member shall be a member of the Waste Reduction Facility Design-Build-Operate Project RFP Evaluation Committee or any future RFP Evaluation Committee for the selection of private vendors proposing solid waste solutions for the County of Hawaii, but may act as a liaison, rather than act as an advisor; and WHEREAS, this Resolution shall apply to the current RFP evaluation process for the Waste Reduction Facility Design-Build-Operate Project, as well as any future RFP [e]Evaluation [e~Committee for selection of private vendors proposing solid waste solutions For the County of Hawaii. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the selection of a Council Member to serve as a[n] [adviser] liaison between the Council and the Administration for the pumose of improvin¢ communication resazding the procurement process and timetable with regard to any RFP [e]Evaluation [s]Committee selecting private vendors proposing solid waste solutions for the County of Hawaii shall be made by the County Council's Committee of the Whole. BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this Resolution to the Office of the Mayor, the County Department of Finance, the County Department of Environmental Management and the Office of the Corporation Counsel.
