HomeMy WebLinkAboutRES 285 Draft 01 2004-2006 +tv or M~ s°-" w COUNTY OF HAWAII STATE OF HAWAII ~'Of ~Mr' RESOLUTION NO. 2b5 RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND MORE THAN ONE FISCAL YEAR FOR AMULTI-YEAR LEASE OF REAL PROPERTY FOR THE ONE-STOP AGING 8 DISABILITY RESOURCE CENTER WHEREAS, in an effort to improve service to our island's caregivers, Mayor Harry Kim has directed the Hawaii County Office of Aging to pursue establishment of a resource center for caregivers capable of providing information and counseling on long-term care issues in an one-stop setting; and WHEREAS, the Hawaii County Office of Aging obtained a federal grant for $495,000 to develop an Aging and Disability Resource Center pilot site; and WHEREAS, the Office of Aging has found a suitable site for the one-stop Aging & Disability Resource Center (ADRC) and would like to lease this 14,200 square foot facility with an additional 2,610 square feet of storage, located at 1055 Kino'ole Street in Hilo, on the grounds of the former Sun Sun Lau building; and WHEREAS, the resource center will serve as a one-stop shopping facility for information, counseling, and access to all long-term support matters, including a single entry point for accessing public long-term support programs and services; and WHEREAS, the Center will house key agencies charged with needs assessment and resource allocation responsibilities, such as the Hawaii County Office of Aging (Area Agency on Aging); Center for Independent Living (Lead agency for disabilities community; State Department of Human Services, Adult and Community Care Services Branch (Medicaid, Nursing Home with Walls); and Case Management Agency (Short-term assistance to stabilize long-term supports for individuals and their families in times of immediate need before they have been connected to long-term supports); and WHEREAS, Section 10-11 of the County Charter requires that any contract, lease, or other obligation requiring payment of funds from the appropriations of a later fiscal year and more than one fiscal year be approved by resolution; and OIIOHEREAS, the County wishes to enter into amulti-year lease with Charles Ensey and Monika Mallick, for ten (10) years starting on January 1, 2007 or upon the submittal and receipt of the Occupancy Certificate by Lessor, whichever occurs later, and will have an option to renew the lease for two (2) additional five (5) year(s) upon one hundred eighty (180) days written notice prior to the expiration of the term of the lease.
