RESOLUTION CREATING A PROPERTY MANAGER POSITION AND A CLERK III
POSITION FOR THE DEPARTMENT OF FINANCE
WHEREAS, Ordinance 05-85 created the Public Access, Open Space, and Natural
Resources Preservation Commission under the Department of Finance ;and
WHEREAS, the department is responsible for providing the staff to manage lands acquired
by the County and to minimize use of outside agents; and
WHEREAS, to best fullful this responsibility, aProperty Manager position and a Clerk III
position are being created for the new Property Management Division under the Department of
Finance; and
WHEREAS, a Property Manager position will serve as the department liaison to the
Commission and will also coordinate activity related to easements, encroachments, acquisition and
disposal of other County properties; and
WHEREAS, the Property Manager will also be tasked with managing all aspects of real
property (exclusive of facilities) activity for the County; and
WHEREAS, a Clerk III position is needed to assist with the current activities related to
easements, encroachments, acquisition and disposal of other County properties; to take minutes at
the Commission meetings; and to provide other support to the Commission outside of the
meetings; and
WHEREAS, there should be sufficient funds in the Department of Finance Property
Management's Regular Salaries and Wages account (010-121-5129.01-011); and
9POOHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...forrohich appropriations have been made by the council...".

the Department of Finance.
13E IT FURTHER RESOLVI~D that there should be sufficient funds in the Department of
Finance Property Management's Regular Salaries and Wages account (010-121-5129.01-011).
~E IT FURTHER RESOLVEi~ that a copy of this resolution be transmitted to the
Departments of Finance and Civil Service.
