Your Committee on Finance, to which was referred Resolution No. 253-06, reports as follows:
Resolution No. 253-06, transmitted jointly with Bill No. 209 by Director of Finance
William Takaba, via Communication No. 664, dated January 26, 2006, authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of the Transportation
for a Deputy Prosecutor Training Project.
The State of Hawaii Department of the Transportation's Safe Community Traffic Safety
Program, derived from Federal funds, has authorized a $15,864.00 grant to the Hawaii Office of
the Prosecuting Attorney. These funds will be used to make roads safer, and to improve
performance of the law enforcement system in its efforts to enforce traffic laws by training
deputy prosecuting attorneys in the conceptual, technical, scientific and trial aspects of these
offenses, and by having them participate in traffic commander meetings.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
betaken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 253-06
and recommends its adoption.
