Your Committee on Finance, to which was referred Bill No. 209, reports as follows:
Bill No. 209, transmitted jointly with Resolution No. 253-06 by Director of Finance William Takaba, via
Communication No. 664, dated January 26, 2006, amends Ordinance No. OS-86, as amended, the Operating
Budget, ending June 30, 2006. The amendment is as follows:

The State of Hawaii Department of the Transportation's Safe Community Traffic Safety Program, derived
from Federal funds, has authorized a grant to the Hawaii Office of the Prosecuting Attorney. These funds
will be used to make roads safer, and to improve performance of the law enforcement system in its efforts to
enforce traffic laws by training deputy prosecuting attorneys in the conceptual, technical, scientific and trial
aspects of these offenses, and by having them participate in traffic commander meetings.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the
Mayor is hereby authorized to apply for, receive and expend the funds for a Deputy Prosecutor Training
Project grant.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 209 and recommends it pass
first reading.
