Your Committee on Finance, to which was referred Bill No. 210, reports as follows:
Bill No. 210, transmitted jointly with Bill Nos. 211, 212 and 213 by Director of Finance
William Takaba, via Communication No. 670, dated January 31, 2006, amends Ordinance No.
OS-86, as amended, the Operating Budget, ending June 30, 2006. The amendment is as follows:

These additional funds will be used as follows:
Traffic Division Description
Traffic Administration Anti-Aggressive Driving Campaign -consultant contract to
develop a driver behavior change campaign to reduce
aggressive driving; reduce the number of fatalities caused
by vehicle accidents; reduce the number and severity of
vehicle accidents.
Street Lights Miscellaneous signal upgrades and repairs needed for
broken loops at Kanoelehua/Puainako,
Kawailani/Puainako, `Iwalani/Puainako, Kailua Village,
Puna Makai Subdivision and `Ainaola Subdivision as well
as supplemental funding for Kuakini Signal Upgrade.
Signs & Markings Signs and Mazkings Catch Up -funds from previous fiscal
year lapsed as contractor was unable to complete all the
jobs due to other obligations.
Signs & Markings Raised pavement markers and pavement marking legend
supplies needed for islandwide markings maintenance.

Highways Division Description
Highway Administration Front Line Supervision/Overseer Training for all new and
existing supervisors to improve communication skills,
review safety operations and cover directing of resources
during emergencies.
Vazious Districts Equipment listed below is replacements for current
equipment that are incurring high repair costs, encountering
frequent breakdowns and unproductive time. Three 6-
passenger dump, two 6-passenger flatbed, one 1-ton
flatbed, three sweepers, three wood chippers, three
t/mowers with sickle baz and rear flail, one t/mower with
rear flail, and one air compressor and buster.

3) Painted Church Road Safety Improvements
Communication No. 670.1 from Director of Public Works Bruce C. McClure, dated
February 13, 2006, noted a correction in their reappropriating funds for the `Ainaola Subdivision
Streetlights it should have read District 2, 3, 4, and Ainaloa Subdivision. However, per request
of Council Member Safarik, the District 5 location should be changed from Ainaloa Subdivision
to Leilani Estate Subdivision. As the Ainaloa Subdivision Streetlights installation has been
arranged.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 210 and
recommends it pass first reading.
