RESOLUTION REQUESTING THE MAYOR AND HIS ADMINISTRATION TO
EXPEDITE THE PLANNING AND DESIGN OF THE LA`ALOA AVENUE
EXTENSION, LAKO STREET EXTENSION AND ALI`I PARKWAY PROJECTS TO
DEVELOP A COORDINATED SET OF ROADWAY NETWORK IMPROVEMENTS
THAT INCLUDE NEEDED TRAFFIC CALMING FEATURES WHILE WEIGHING
THE ABILITY TO INCREASE MOBILITY WITH ALTERNATIVE ROUTES.
WHEREAS, the White Sands, Keauhou View Estates and Ali`i Heights subdivisions
have been built over the past thirty years with Ali`i Heights Subdivision not yet completed; and
WHEREAS, there are over 400 homes involved in these three subdivisions that all use
La`aloa Avenue, one-way-in and one-way-out that ultimately empty onto Ali`i Drive; and
WHEREAS, with the on-going building of subdivision, custom homes and condominium
complexes, the traffic congestion on Ali`i Drive has become a quagmire ofbumper-to-bumper
cars, bicycles, wheelchairs, joggers and pedestrians trying to stay alive and well; and
WHEREAS, the developer was to have built a connector road to Kuakini but was
informed by the county Public Works Department that the road would too steep and, in lieu of
the developer providing the connector, the developer provided funds for a preliminary
engineering report, environmental assessment and additional archaeological survey work for an
alternate connector that would be less steep and safer for traffic; and
WHEREAS, the Draft Environmental Assessment for the La`aloa Avenue Extension to
Kuakini Highway has been published, and
WHEREAS, it is a matter of life and death plus citizen well-being that the Mayor and his
Administration provide the resources and creativity needed to complete the design of the La`aloa
Avenue Extension -that will greatly help alleviate the congestion on Ali`i Drive and provide a
safe evacuation route; and
WHEREAS, at a recent community meeting called by the Public Works Department, the
Context Sensitive Solation Process was discussed and it was indicated that the Public Works
Department would be implementing this process in order to get community input in the design
and implementation of traffic calming devices for that portion of La`aloa Avenue presently
constructed and in use.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Mayor and his Administration are requested to expedite the planning and
design of the La`aloa Avenue Extension, Lako Street Extension and Ali`i Parkway projects to
develop a coordinated set of roadway network improvements that include needed traffic calming
features for the safety of those who travel La`aloa Avenue while weighing the ability to increase
mobility with alternative routes; and
BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Mayor and his Administration, and the White Sands, Keauhou View Estates and
Ali`i Heights subdivisions through mailing and/or media.
